1. Agreement to These Terms
These Terms of Use (the "Terms") are a legal agreement between you and Citizens Life Group ("Citizens Life Group," "CLG," "we," "us," or "our"). They govern your access to and use of https://www.citizenslifegroup.com (the "Site"), the free estimate tool, the contact form, calls, emails, text messages, and any other services we make available through the Site (together, the "Services").
By using the Site, submitting a form, calling us, replying to one of our emails or texts, or otherwise interacting with the Services, you agree to these Terms and to our Privacy Policy, which is incorporated by reference. If you do not agree, please do not use the Services.
2. Eligibility
To use the Services you must:
- Be at least 18 years old.
- Be a resident of the United States.
- Have the legal authority to enter into these Terms (either for yourself or on behalf of someone you are legally authorized to represent, such as under a valid power of attorney).
The Services are not directed to children, and we do not knowingly collect information from anyone under 18. Life settlements are regulated transactions that are not available in every state. Even if you meet the eligibility requirements above, your specific policy may not qualify in your state.
3. What We Do (and What We Are Not)
Citizens Life Group is a consumer-education and lead-matching firm in the life settlement industry. The Site provides educational content, qualification tools, and a free estimate of what a qualified policy might be worth on the secondary market. If your policy appears to qualify, we connect you with a state-licensed life settlement brokerage that handles the actual transaction.
We are not, and we are not acting as:
- A licensed life settlement broker or provider in any state.
- An insurance agent, financial planner, investment adviser, accountant, or attorney.
- A buyer of life insurance policies.
- A fiduciary for the seller of any policy.
The licensed brokerage that handles your transaction is the party that owes a fiduciary duty to you under each state's life settlement statute. Citizens Life Group does not represent you in the negotiation, marketing, or sale of any policy.
4. The Free Estimate
The free estimate provided through the Site is a preliminary, indicative range based on the limited information you provide and on general life settlement market data. It is intended to give you a rough sense of whether your policy is worth pursuing, not a final price.
An estimate is not:
- An offer to purchase your policy.
- A binding commitment by Citizens Life Group, by Asset Life Settlements, by any other licensed brokerage, or by any institutional buyer.
- A guarantee that you will receive any offer at all, or that an offer (if made) will fall within the estimated range.
Final offers depend on a full underwriting review by institutional buyers, including a current life expectancy estimate from a licensed life expectancy provider, full policy illustrations from the carrier, and review of the insured's complete medical records. Many factors not captured in the form (premium history, ratings on the policy, recent medical changes, carrier solvency considerations, and current market conditions) materially affect the price a buyer is willing to pay. There is no guarantee that any policy will receive an offer or that a sale will close.
5. No Professional Advisor Relationship
Nothing on the Site, in any estimate, or in any communication from Citizens Life Group constitutes legal, tax, accounting, financial-planning, insurance, or investment advice, and no advisor-client relationship is created by your use of the Services. The educational content on the Site (articles, FAQs, glossary, state pages, and similar resources) is general information that may not apply to your specific situation.
Selling a life insurance policy can have important tax, estate-planning, Medicaid, public-benefits, and family-finance consequences. Before entering into a life settlement, we strongly recommend that you consult with your own attorney, tax advisor, accountant, and financial professional. The Site does not substitute for that advice.
6. Affiliated Brokerage Disclosure
Our Founding Principal, Jeff Hallman, is also Co-Founder and Managing Partner of Asset Life Settlements, LLC, a Florida-licensed viatical settlement brokerage. Citizens Life Group and Asset Life Settlements are affiliated, and qualified leads submitted through the Site are typically referred to Asset Life Settlements. The affiliation gives Citizens Life Group a financial interest in transactions that close through Asset Life Settlements, including any commission earned by that brokerage from the buyer's payment under the applicable state life settlement statute.
You are not required to use Asset Life Settlements. You are free at any time to obtain offers from other licensed brokerages, to engage your own broker, or to walk away from the process. Every life settlement transaction in a regulated state requires a written disclosure of all fees and commissions before you sign, and a statutory rescission period during which you can cancel the sale and get your policy back.

7. The Information You Submit
By submitting any information through the Site (including the estimate form, the contact form, calls, emails, or texts), you represent and warrant that:
- The information you provide is accurate, current, and complete to the best of your knowledge.
- You are submitting your own information, or the information of a person you are legally authorized to represent (for example, as the policyholder, an attorney-in-fact under a valid power of attorney, an authorized family member, or a trustee).
- You have the right to authorize the contact methods you provide (for example, the phone number you list belongs to you or to a person who has authorized you to use it for this purpose).
- You understand the information you submit will be handled according to our Privacy Policy, including being shared with the affiliated brokerage and other licensed broker partners as described in that policy.
We may decline to provide an estimate, decline to refer your information to a brokerage, or stop providing the Services to you if we believe any of these representations is incorrect, if your policy does not appear to qualify, or for any other lawful reason.
8. Calls, Texts, and Email Consent
When you submit the estimate form or otherwise provide your phone number or email address, you authorize Citizens Life Group, Asset Life Settlements, and the licensed brokerages we work with to contact you at the phone number(s) and email address(es) you provided to discuss your policy and the life settlement options that may be available to you. Your initial contact will be from a real person, not an automated dialer.
You are not required to consent to receive marketing calls, texts, or emails as a condition of using the Services. You may also reach us at (321) 270-0279 or contact@citizenslifegroup.com instead of submitting a form.
Standard message and data rates may apply to text messages. Message frequency varies. You may opt out at any time by replying STOP to a text, by clicking "unsubscribe" in any marketing email, or by asking us to stop calling. We honor opt-out requests within the time required by applicable law (15 days under Florida's Telephone Solicitation Act, and we aim to honor STOP texts immediately). Opting out will not stop transactional or compliance communications relating to a transaction in progress.
9. Acceptable Use
You agree not to:
- Use the Site or the Services for any unlawful purpose, or to violate the rights of any other person.
- Submit information about another person without that person's authorization.
- Attempt to gain unauthorized access to the Site, other accounts, or our systems.
- Reverse engineer, decompile, or attempt to extract the source code of the Site, except to the extent that this restriction is prohibited by law.
- Use any robot, spider, scraper, or other automated means to access the Site for any purpose without our prior written permission, except for legitimate search-engine indexing.
- Use the Site to develop, train, or improve any artificial-intelligence or machine-learning model without our prior written permission.
- Interfere with the operation of the Site, including by introducing viruses or other harmful code, or by overwhelming our infrastructure.
- Use the Site or any of our content for any commercial purpose without our prior written permission.
- Hold yourself out as affiliated with Citizens Life Group or our team when you are not.
We may suspend or terminate your access to the Services for any violation of these Terms.
10. Our Content and Trademarks
The Site and all of its content, including text, graphics, logos, images, video, audio, data, software, and the design and "look and feel" of the Site, are owned by Citizens Life Group or our licensors and are protected by U.S. and international copyright, trademark, trade dress, and other intellectual property laws.
We grant you a limited, non-exclusive, non-transferable, revocable license to access and use the Site for your personal, non-commercial use, subject to these Terms. All other rights are reserved.
"Citizens Life Group," the Citizens Life Group logo, and other graphics, logos, page headers, button icons, and service names are our trademarks or trade dress in the United States. You may not use them in connection with any product or service that is not ours, in any manner that is likely to cause confusion, or in any manner that disparages or discredits us.
You may share links to our pages and quote short, attributed excerpts for non-commercial purposes (for example, in a blog post that links back to the original article). All other reproduction, distribution, modification, or republication requires our prior written permission.
11. Third-Party Services and Links
The Site uses third-party services to operate (for example, Cloudflare for hosting, Resend for email delivery, Airtable for record storage, and Google and Meta for analytics and advertising) and links to third-party websites, including state regulators, professional associations, and other educational resources. Those services and websites are governed by their own terms and privacy policies. Citizens Life Group is not responsible for the content, accuracy, security, or privacy practices of any third-party site or service.
The licensed brokerage that handles a transaction (whether Asset Life Settlements or another firm) is also a separate company governed by its own terms, privacy notice, and contractual paperwork. That paperwork, not these Terms, controls the actual life settlement transaction.
12. Disclaimers
The Services are provided "as is" and "as available" without warranties of any kind, whether express, implied, or statutory. To the fullest extent permitted by law, Citizens Life Group disclaims all warranties, including the implied warranties of merchantability, fitness for a particular purpose, title, and non-infringement.
We do not warrant that:
- The Site or the Services will be uninterrupted, secure, or error-free.
- Any estimate, qualification result, or other output of the Services will be accurate, complete, or current.
- Any policy will qualify for a life settlement, will receive any offer, or will close.
- Any specific result, financial benefit, tax treatment, or timeline will occur.
The Site is for informational purposes only and does not constitute financial, tax, or legal advice. Individual results vary. Life settlements are not available in all states.
13. Limitation of Liability
To the fullest extent permitted by law, Citizens Life Group, its owners, officers, employees, contractors, affiliates, and licensors will not be liable for any indirect, incidental, special, consequential, exemplary, or punitive damages, including damages for lost profits, lost data, lost goodwill, or lost opportunity, arising out of or related to your use of (or inability to use) the Services, even if we have been advised of the possibility of those damages.
To the fullest extent permitted by law, our aggregate liability to you for any and all claims arising out of or related to the Services will not exceed one hundred U.S. dollars (US $100). The Services are provided to you free of charge, and the limitation in this Section 13 reflects the allocation of risk between us.
Some jurisdictions do not allow the exclusion or limitation of certain damages. If those laws apply to you, some of the limitations above may not apply, and our liability will be limited to the smallest extent permitted by law.
14. Your Indemnification
You agree to defend, indemnify, and hold harmless Citizens Life Group and its owners, officers, employees, contractors, affiliates, and licensors from and against any claim, demand, loss, liability, judgment, settlement, or expense (including reasonable attorneys' fees) arising out of or related to:
- Your breach of these Terms or the representations you made in Section 7.
- Your violation of any law or the rights of any third party.
- Your submission of information about another person without that person's authorization.
- Your misuse of the Services.
We may assume the exclusive defense and control of any matter for which you are required to indemnify us, in which case you agree to cooperate with our defense.
15. Governing Law and Venue
These Terms and any dispute arising out of or related to these Terms or the Services are governed by the laws of the State of Florida, without regard to its conflict-of-laws rules. The federal Arbitration Act governs the interpretation and enforcement of any arbitration provision in these Terms, if one applies.
Subject to Section 16, the state and federal courts located in Orange County, Florida have exclusive jurisdiction over any dispute that is not subject to mandatory arbitration or to small-claims court, and you and Citizens Life Group consent to the personal jurisdiction of those courts. Each side waives any objection to venue in those courts.
Nothing in this Section 15 affects your rights under the consumer-protection laws of your home state, to the extent those laws would apply notwithstanding this provision.
16. How We Resolve Disputes
16.1 Talk to us first
Before filing any lawsuit or formal legal action, please contact us so we can try to resolve the issue informally. Send a written notice to the address in Section 17 describing the dispute, what you would like us to do to resolve it, and your contact information. We will respond within thirty (30) days. Most disputes are resolved this way without anyone needing to involve lawyers or courts.
16.2 Small claims
You and Citizens Life Group each retain the right to bring an individual claim in a small-claims court located in your county of residence or in Orange County, Florida, instead of using the procedure in Section 16.1.
16.3 No class actions
To the extent permitted by law, you and Citizens Life Group each agree that any claim must be brought in your or our individual capacity, and not as a plaintiff or class member in any purported class, consolidated, or representative proceeding. The arbitrator or court, as applicable, may not consolidate the claims of multiple persons.
16.4 Time limit
Any claim arising out of or related to the Services must be filed within one (1) year after it arises, or it is permanently barred. Some jurisdictions do not allow this kind of limit, and where that is true, this Section 16.4 will not apply to you.

18. Changes to These Terms
We may update these Terms from time to time. The "Last Updated" date at the top of this page tells you when the Terms last changed. If we make material changes, we will provide more prominent notice (for example, a banner on the Site) before the changes take effect. Your continued use of the Services after the effective date of an updated version constitutes your acceptance of those changes.
19. Other Terms
19.1 Entire agreement
These Terms, together with the Privacy Policy and any consents you provide on the Site or in writing to a licensed brokerage, are the entire agreement between you and Citizens Life Group about your use of the Services. They supersede any prior or contemporaneous agreements about the same subject. Any contract you sign with a licensed brokerage to broker the actual life settlement transaction is a separate agreement governed by its own terms.
19.2 No waiver
If we do not enforce a provision of these Terms, that does not waive our right to enforce it later.
19.3 Severability
If a court or arbitrator holds any provision of these Terms unenforceable, the rest remains in full force, and the unenforceable provision is reformed to the minimum extent necessary to make it enforceable while preserving its intent.
19.4 Assignment
You may not assign or transfer these Terms or any rights under them without our prior written consent. We may assign these Terms to an affiliate or in connection with a merger, acquisition, financing, or sale of assets. These Terms are binding on the parties' respective successors and permitted assigns.
19.5 No third-party beneficiaries
These Terms do not create any rights for any person other than you and Citizens Life Group, except that Asset Life Settlements and the licensed broker partners we refer leads to are intended third-party beneficiaries of Sections 7, 8, and 13 to the extent those sections relate to the information and consents you provide for purposes of obtaining a life settlement.
19.6 Force majeure
We are not liable for any failure or delay in performing our obligations under these Terms caused by events beyond our reasonable control, including acts of God, natural disasters, hurricanes, fire, flood, terrorism, war, civil unrest, labor disputes, internet or telecommunications outages, governmental orders, public-health emergencies, and infrastructure failures.
19.7 Survival
The provisions of these Terms that, by their nature, are intended to survive termination, including Sections 7 (representations), 10 (intellectual property), 12 (disclaimers), 13 (limitation of liability), 14 (indemnification), 15 (governing law and venue), 16 (disputes), and 19 (miscellaneous), survive any termination of your use of the Services.
